The Resource Conservation and Development (RC&D) Program was originally developed under the Soil Conservation and Domestic Allotment Act, (16 U.S.C. 590a-590F), the Bankhead-Jones Farm Tenant Act, (16 U.S.C. 1010 and 1011), and the Food and Agriculture Act of 1962, and is authorized under subtitle H, title XV of the Agriculture and Food Act of 1981, (16 U.S.C. 3451-3461), as amended. The Food Security and Rural Investment Act of 2002 permanently authorized the program.

In 1964, Congress created this partnership between the federal government and local communities as a way of engaging local leaders to carry out land conservation, community development, land management, and water management projects in accordance with the priorities of area residents.
Historically, RC&D areas were always locally sponsored areas designated by the Secretary of Agriculture through a competitive process for RC&D technical and financial assistance program funds. The Natural Resources Conservation Service (NRCS) administered the federal program in partnership with regional Resource Conservation and Development Councils which became their own not for profit corporations governed by local residents.

From 1964 through April of 2011, the Natural Resources Conservation Service (originally called the Soil Conservation Service) provided RC&D program leadership and funding in a partnership effort between the federal government and the 375 not for profit RC&D Councils across the country to help America's private land owners and managers conserve their soil, water, and other natural resources. In April of 2011, however, the U.S. Congress passed a federal budget which did not provide direct funding for RC&D Councils.  As RC&D Councils across the country became more independent, they began to evolve more as a true Non-profit or Charitable organizations, charting their own direction and raising funds to serve the residents of their area.

Although USDA and NRCS no longer provide direct federal funding to support RC&D Councils, the similar missions of RC&D Councils and NRCS remain very closely aligned and the partner  relationships developed over many years continues to provide benefits and opportunities to conserve our natural resources and provide benefit to the public through collaboration and cooperation.  Because of the relationship, NRCS has recognized the ability of RC&D Councils to make things happen on a timely and lower cost basis than what it might cost the government to accomplish certain objectives. 

Looking at a declining federal workforce in the field, NRCS and various RC&D Councils have now entered into Cooperative Agreements to provide additional technical and financial assistance to land users interested in conserving our natural resources.  RC&D employees, sometimes working hand in hand with NRCS employees, are now providing technical assistance to land users based on sound science and suited to a customer's specific needs, as well as increasing participation in USDA and NRCS conservation programs.  NRCS and RC&D Councils continue to work together to get more conservation on the ground which benefits us all.
